NGO VPM: Armenia report
The mission took place between 19.5.08 and 27.5.08 by the Direzione Generale Rapporti Internazionali of the Health Minister. The aim was to enforce the cooperation activity started after the end of the Cold War. The health situation in Armenia is characterized by the privatization of several structures which benefits from public financial support of the local Health Minister, priory for the urgent pathologies and mother-child healthcare. Given this situation, the competition between hospital structures tends to develop and improve the offered services. This strategy, adopted with the independence of the country in 1992, is opposed to the model carried out by the soviet regime, that was based on the centralized organization of the health services. The current privatization principally regards the capital Yerevan, with the development of building and of services, while the rural area of the country remains in a situation of extreme poverty. The principle result of this reform has been the economic improvement of the entrepreneurs and of the political class to the detriment of the majority of the population that continue to live an instable situation, and afford a growth of inflation rate. The mission had 4 main programmed objectives:
- The signature of an agreement between the Health minister of Italy and Armenia
- The signature of an agreement between Shengavit Medical Centre of Yerevan and the AOSCF of Roma
- The organization of a meeting on the territorial emergency, leads by healthcare operators
- The presentation of the NGO VPM for the projects promoted by the Piedmont Region to the Italian Foreign Office (MAE).
The professional training project has been organized by the Italian Society of Surgery, in agreement with the Armenian Health Minister and the MAE that has fournished the scholarships. It took place between September 2008 and February 2009. The VPM and the UOC international health and cooperation of the AOSCF had care the logistic, and the insurance and technical aspects. La mission s’est déroulée entre le 19 et le 27 mai 2008 à la Direction Générale- Rapports Internationaux du Ministère de la Santé italien, dans le cadre d’une activité de coopération bilatérale commencée à la fine de la Guerre Froide. La situation sanitaire de la République d’Arménie è caractérisée par une progressive privatisation des institutions hospitalières qui bénéficient des financements publiques, surtout dans le domaine des pathologies urgentes et mère-enfant. Une forte compétition entre les structures hospitalières vise à améliorer les prestations fournies. Cette stratégie ,établie après l’indépendance en 1992, s’oppose radicalement au système centralisé propre au régime soviétique. Cette privatisation est caractérisée par un développement édile et des services fournis surtout dans la capitale Yerevan, tandis que les zones rurales vivent encore dans une condition de pauvreté extrême. Le résultat de cette modernisation est une forte division sociale entre la classe politique et les constructeurs d’une part, et la plupart de la population qui vit dans de conditions économiques et sociales précaires, aggravées par la forte inflation. La mission a 4 objectifs:
- La signature d’un accord entre les Ministère de la Santé italien et arménien.
- La signature d’un accord entre le Shengavit Medical Centre de Yerevan et AO S. Camillo Forlanini de Rome
- La présentation de la ONG VPM pour les projets soutenus par la Région Piedmont au MAE.
Le projet de mise à jour professionnelle résidentielles a été organisé par la Société Italienne de Chirurgie, en accord avec le MAE et le Ministère de la Santé arménien, qui ont fourni les bourses semestrielles. Le stage s’est déroulé entre septembre 2008 et février 2009. Le VPM et la UOC Santé Internationale et Coopération AOSCF se sont occupés des aspects logistiques, d’assurance et des aspects techniques.
